Major research efforts are focused on developing procedures for\u00a0improving the effectiveness of cost and schedule control. As a result, researchers are concerned\u00a0with the quality, integrity, and timeliness of data that flow through such control systems. A\u00a0number of data models have been proposed to integrate cost- and schedule-control functions,\u00a0because such integration is viewed as the, solution to the many problems facing construction\u00a0projects today. This paper provides an overview of cost- and schedule-control functions, defines\u00a0the desired control cycle, and discusses the problems and needs of cost- and schedule-control\u00a0functions. A number of integrated cost- and schedule- control data models, which represent the\u00a0state of construction research in this area, are discussed. The work-packaging model is briefly\u00a0described and is suggested as the most likely existing model to achieve the desired cost and\u00a0schedule integration. Finally, the conceptual design of a foundational data model for control,\u00a0based on relational concepts, is provided. The recommended design adopts the conceptual\u00a0structures of the work-packaging model. Despite the availability of various control techniques\u00a0and project control software many construction projects still do not achieve their cost and time\u00a0objectives. Research in this area so far has mainly been devoted to identifying causes of cost and\u00a0time overruns. There is limited research geared at studying factors inhibiting the ability of\u00a0practitioners to effectively control their projects. To fill this gap, a survey was conducted on 250\u00a0construction project organizations in the UK, which was followed by face-to-face interviews\u00a0with experienced practitioners from 15 of these organizations. The common factors that inhibit\u00a0both time and cost control during construction projects were firstly identified. Subsequently 90\u00a0mitigating measures have been developed for the top five leading inhibiting factors &#8211; design\u00a0changes, risks\/uncertainties, inaccurate evaluation of project time\/duration, complexities and\u00a0non-performance of subcontractors were recommended. These mitigating measures were\u00a0classified as: preventive, predictive, corrective and organizational measures. One of the aims of cost control is to\u00a0construct at the cheapest possible costs\u00a0consistent with the project objectives.\u00a0Ultimately the decision of the manager that\u00a0something should be done differently and\u00a0the translation of that decision into practice\u00a0are the actions to achieve control (Harris and\u00a0McCaffer 2002). Raina (1999) observes that\u00a0it is of little use after a process has been\u00a0completed to discover that its cost was\u00a0actually too much.<\/p>\n<p style=\"text-align: justify;\"><strong>Research Method<\/strong><br \/>\nA building component is characterized as a\u00a0feature of a building performing a capacity\u00a0paying little heed to its particular. There are four main\u00a0ways to estimate the cost of a building\u00a0during the design stage, which are\u00a0dependent on the quantity and quality of the\u00a0information available at the time the\u00a0estimate is required:<br \/>\n1. Function or performance related<br \/>\n2. Size related<br \/>\n3. Elemental cost analyses<br \/>\n4. Unit rates.<br \/>\n1. Functional or performance-related\u00a0estimating\u00a0A capacity or execution related gauge\u00a0regularly obliges one amount and one rate\u00a0and is identified with the customer&#8217;s\u00a0fundamental necessity. Expense checking\u00a0is the execution of the expense control\u00a0segment in the configuration process.<\/p>\n<p style=\"text-align: justify;\"><strong>Conclusion &amp; Result<\/strong><br \/>\nThe aim of this study was to study the cost\u00a0control techniques used by contractors on\u00a0on-going projects and propose measures that\u00a0will enable projects to be completed as\u00a0budgeted. The seven cost control techniques\u00a0used by contractors on their sites in Uganda\u00a0were found to include use of: schedules, the\u00a0project budget, inspection of works, cost\u00a0reports, site meetings, monitoring of cost\u00a0and work performance and quantity\u00a0evaluation using the bills of quantities, and\u00a0others did not have well defined techniques\u00a0or did not even know there were traditional\u00a0cost control procedures. The research was\u00a0unable to establish concrete evidences that\u00a0actually the stated techniques were\u00a0effectively used as documents to prove the\u00a0applications were found lacking or not there\u00a0at all. The survey was able to firmly state\u00a0that, \u201cthe problem of cost control is actually\u00a0the lack of knowledge and inadequate\u00a0planning for the implementation coupled\u00a0with the poor management of construction\u00a0resources\u201d. Problems reported by the\u00a0contractors that led to delays and subsequent\u00a0failure to construct within budget included:\u00a0bad weather, low resources productivity,\u00a0sickness of site labors, lack of materials,\u00a0instructions from clients to delay work as\u00a0they waited to clear some issues or mobilize\u00a0money. Other problems were due to delayed\u00a0payments by clients, overlapping of\u00a0activities, alterations by clients, making\u00a0good defective work, unclear details on the\u00a0drawings, and delay by local authority to\u00a0inspect work and give a go-ahead.
